Each of the 118m.sq apartments consists of two double bedrooms, two bathrooms, a kitchen, a living room, a dining room, and a balcony. Work officially began on the 25th March, 2010 with speakers and dignitaries taking the opportunity to describe the significance of the project to the local region. The rehabilitation of Al-Hartha power station is providing local jobs for Iraqis as well a dependable supply of electricity for the future.

The modernisation of the power station will consist of thorough refurbishment of Units 2 and 3 each with a capacity of 200Mw. Work on the second unit is expected to take 24 months will the aim is to complete the third unit in 13 months time.

Technopromexport will make use of its experience with large-scale power projects to carry out a wide variety of complex operations to bring the power plant to full operation. These include; refurbishing the turbine equipment, setting up a new self control unit, rehabilitating auxiliary machinery, setting up new water treatment unit, modernising the water sewage system as well as setting up two new main transformers. The power station has lain neglected for several years and was long-overdue an overall of its machinery.

The 46-6 Kershaw Sand Removal Machines had been shipped from the United States, from Kershaw / Progress Rail – Railway Division of Caterpillar. They will provide a fast and efficient means of managing drifting sand on IRR tracks and are needed in Western where sand covers the railway tracks extensively. 

The machines will soon be subject to a technical inspection, performed by representatives of IRR and Kershaw/Progress Rail. After passing the inspection and trial test; the machines will be considered to be provisionally accepted and their guarantee period will commence.

The machines offers superior operating efficiency with faster deployment speeds and greater tractive effort at higher work speeds than other machines. The Kershaw 46-6 Sand Removal Machine is Equipped with a 2.75 meter wide "V" plough capable of ploughing sand from 10 centimetres below the top of the rail and up to 60 centimetres above the top of the rail.

Also in this regard, MoE requested TPE to reduce its inspection team period at the site to 3 or 6 months and reduce its price accordingly.

In order to carry out this inspection, the parties agreed that TPE will submit the required list of equipment as well as the number of personnel needed within 2 weeks. Furthermore, TPE will provide MoE with a list of secondary buildings at the site with their designs and drawings.

MoE also requested TPE to consider participation in completion of Al-Dibis power station; a formal request in this regard will be submitted to TPE shortly. The parties also discussed progress on Al-Hartha power station. The total amount of the advance payment has been received by TPE. MoE shall apply to the World Bank for payment of the outstanding amount and will inform TPE accordingly. The Letter of Credit was also discussed and parties agreed to amend some of its conditions to reflect the contract terms. MoE will instruct the Trade Bank of Iraq to complete the needed amendments and it will also request the World Bank to issue a commitment letter with respect to the amendments. The raw material will be a Pandrol approved grade of heat stabilised high viscosity nylon 66 as specified below and detailed on the purchase order. RMS have met the Implementation Department from the Iraqi Ministry of Transport to advise them about the advanced technology for the curing system and the other technologies that will be implemented by RMS and SKAKO in order to put the factory back in operation. ABG signed the contract with RMS to supply of the following machines:

- Casting Machines
- Saw Machines
- De-moulding Machine
- Strand Running Machine RMS will provide all the necessary drawings for the factory in order to implement the steam curing, as well to locate the laying of the future trucks to move the new machines in the preparation area. 

The contract involved the training of ABG engineers in order for them to be able to participate in the commissioning and installation of the machines and equipments, as well as convert moulds from Pandrol PR607 to Pandrol FastClip.

License conversion courses would be offered by OAA for IA pilots holding Jordanian CPLs to enable them to obtain JAR-FCL recognition. Lukin and his first advisor Mr. Melnikov; ABG was presented by - the first deputy of the General Director of Al-Burhan Group- Mr. Imad Burhan and International Sales Manager Mr. Kumait Al-Ali. It is the second meeting between the two parties since Mr. Lukin took over his new tasks in TPE. The first deputy of the General Director of Al-Burhan Group highlighted ABG steps and their achievements to TPE for the duration of the official agreement between ABG and TPE. He addressed ABG efforts to effectively support TPE in Iraq also he demonstrated the daily hard-work which is performed by ABG to remove all the administrative obstacles and facilitate TPE's tasks in Iraq. Moreover, Mr. Imad illustrated ABG activities and services, and he talked about how to enhance the collaboration and coordination between ABG and TPE for better results.

Concerning Al- Youssifiyah power station, the two parties discussed the survey results which have been completed by TPE experts. Also they conversed how to construct the station with the capacity of (210×3) =630 MW. This agreement will provide a framework for the development of air services between the UK and Iraq, once the Government of Iraq has made the necessary security arrangements and updates at its airports.

Welcoming the news, UK Minister for Middle East, Bill Rammell, said that "this agreement was further evidence of the normalising of our bilateral relationship with Iraq as agreed by both Prime Ministers in December 2008."

UK Transport Minister, Jim Fitzpatrick, also welcomed the agreement. He said: "This is an important first step towards the eventual resumption of direct air services between our two countries. On Saturday April 11th, H.E. the Iraqi Prime Minister called  in Moscow all top Russian companies to visit Iraq for talks with the Iraqi side, pointing out that many international companies now compete for contracts in Iraq.

One representative from Harsco worked with 6 IRR Engineers for a period of five weeks in Istanbul, Turkey training them on the use and maintenance of the ‘Mark VI’ Tamping Machine from Harsco. It was another mile stone for the IRR Engineers to broaden their knowledge into the popular Mark VI model of Tamping Machines from Harsco. This training allows the engineers to properly implement the use of these machines in the Iraqi railway System.

IRR currently have 7 tamping machines from Harsco model Mark VI which was bought on two separate contracts to support their railway construction and maintenance services.

At the end of the training program HTT awarded a course completion certificate for all attended Iraqi Railways Engineers.

In the past the Iraqi Republic Railway company had set their standard for Pandrol brand HVN insulator type 2435. However the Pandrol UK department of Development & Research have premeditated new developments which can strengthen the insulators & give them more durability by adding Rohdia Technyl A402H1(VG) which is a new material.

The insulators will be supplied to the Iraqi Republic Railway in partial shipments & will be complete before the end of this year (2009).

Al-Burhan Group classifies this contract as one of the most contract to support the Pandrol systems in Iraq, with the continued plan to develop the existing Pandrol Fastening System by providing maintenance tools & accessories.

The total length of the alignment route is (98km) and (12km) for the lines inside the station.


The objectives of the work are to:

Identify & confirm the components of the project
Preparation of land plans, plotting out the center line and the limits of the right of way, for the purpose of land acquisition
Study the current situation of the project site
Review of main and branch line alignments
A detailed survey is to be carried out for the proposed work, and consists of the following:

Detailed surveying for the complete alignment
Setting out of the main line and branch lines
Setting out the existing obstacles on the main line and branches
Submitting detailed plan of the original main line + new obstacles
Submitting detailed report for endorsement
ABG would carrying out a series of activities during this stage, in order to adhere to the technicalities involved. This includes a field survey to mark out the alignment of main & branch lines of the project, on the ground by using relocating concrete pillars as under

Center line pillars
Distance between each pillar shall be 250 (m) for both straight & curve alignments

According to the schedule plan which has been agreed with factory consultant RM&S, the factory will be in operation in 6 to 8 months and the production will be based on making some advance alternation in the production technology to produce 1260 concrete sleepers per day with Pandrol Fast Clip System and PR607.

Further planning to increase the daily production to reach 3000 concrete sleepers per day by providing full automatic machines to convey the concrete from the Batching Plant to the moulds and to de-mould the sleepers which will lead to reduce the number of employee and increase the daily production.

Concrete sleepers are essential for Iraqi Republic Railways in order to support the Iraqi railway network in construction of the new railway lines and to maintainethe old railway tracks.

All the new Sleepers will be manufactured according to the Quality Control Standard of Iraqi Republic Railway with high speed of up to 250 Km/h. [Click here to see the design].

This factory is one of the biggest factories in the Middle East was built in the eighties of the last century . It was manufactured by Dow-Mac System / UK but due to war and sanction the factory was stopped since then.

MOE has appointed Parsons Brinckerhoff as a consultant for this project. MoE awarded the contract to TPE in Dec 2007 and WB have issued no objection on 20 March 2008.

Al-Hartha power plant is located in Al Hartha area, Basra Governate, South of Iraq. The plant is about 20 km north of Basra city and 25 km west of the Iranian border. Shatt Al Arab River passes in the immediate vicinity of the plant. Cooling water for the generation units is diverted through a water intake along the river. The plant was first commissioned in 1979 and consists of 4 generation units (200 MW each) with a total design capacity of 800 MW. Each unit has a separate emission stack that is connected to an independent boiler. Units 1 and 4 are currently operational and produce about 195 and 150 MW, respectively. In contrast, units 2 and 3 are not in use since the first Gulf War in 1991.

Al-Burhan Group will work with its partners Al-Shahba, Aleppo to deliver these 200,000 within a scope of 18 month.

These sleepers will be designed to maintain in their geometry regardless of the conditions it is placed in - ensuring a constant rail gauge and rail seat inclinations. The weight of the sleeper, combined with its end face design and large solid area, ensures a large contact area with the ballast that provides excellent track stability while reducing ballast pressure. These concrete sleepers will be produced with Pandrol FastClip shoulders. FastClip is a switch on-switch off system which was developed for fast, low cost track installation. The clips, complete with toe insulators, are installed into the parked position, where they mechanically hold the side post insulators and pads in place. These FastClips are manufactured by Pandrol the Worlds leading designer and manufacturer of rail fastenings and track support systems.

This new Harsco Tamper (Mark VI) which was fist introduced to Railway market in 1991, and since then had continuous efforts to improve the product performance to establish world standards for this type of maintenance equipment. The dominant characteristics of this machine are high production, accuracy, travel speed, versatility and component reliability.

This machine can quickly access work sites by virtue of a 195 KW (260 hp) diesel engine controlled by an electric throttle up to 2200 rpm, and a four speed power shift transmission manipulated via electric push button shifter.

The transmission is coupled to the diesel engine through a hydraulic torque converter and transmits the driving torque to a conventional drive axle.

The soft elastomer suspension system which incorporates a pivoting axle, also accommodates four suspension friction dampeners, delivering a smooth and comfortable ride.

The Russian technology for constructing new railway lines have been used by Iraqi Republic Railways since the mid of the last century.

"Platov Track Panel Machine" is designed to place track panel (18 meter each ) using concrete sleepers and rail bars. equipped with crane with a lift capacity of 18 ton mounted on flat car ,carrying capacity of 40 tons.

Powered by two diesel engines within out put of 162 hp (121 kw) each. DC voltage is 230 volts and nominal current of 435 amp.  The two motorized flat cars shall have a load carrying capacity of 45 tons, with a maximum traction effort in starting of 10 hp (98:1 KW). 

The Motorized flat cars powered by diesel engine rates as 190 hp (139.7 kw). DC voltage is 230 volts with a rated current of 522 amp. The two winches of traction effort shall be 6,600 Lbs force (29:4 KN) each.

The machines have been supplied and commissioned in Iraq by Al-Burhan Group specialist engineers. 

The training took place in the manufacturing works in Kalugputmash Factory in Russia for 6 Iraqi Railways Engineers. This project have been finiance by Iraqi Govermental fund.

Mr. K. K. Burhan (Chairman of the group) announced in a meeting with the IRR directors, that after the war Al-Burhan Group will fulfil its promise and complete the delivery for the remaining Locomotives.
