In 1999, Iraq took one of the first steps in the region to break-up and decentralize the electrical sector. Although remaining a government monopoly, the sector became autonomous and decentralized by region and function. On June 21, 1999, an RCC decree No. 195 was issued separating the sector from the Ministry of industry and reorganized the sector under the newly formed Commission of Electricity (CoE)
